The DSWC was responsible for the creation of a digital data layer for use in geographic information systems that identifies areas in Belmont County where surface mining or subsequent reclamation has altered soils as mapped in the 1981 Soil Survey of Belmont County, Ohio and transferred into digital data derived from that publication. This digital data layer differentiates between areas where rock and soil materials were excavated and where these materials were deposited. Areas above the highwall or below the coal seam are assumed to be borrow areas where soil material was removed for reclamation purposes. Area below the highwall and above the coal seam are assumed to be mine spoil. Mine spoil generally consists of unconsolidated rock debris from the mining process that has been covered with a thin layer of soil material - generally 1 to 3 feet - in the reclamation process. Where multiple high walls and coal seams exist within a single permit area, only the areas above the highest highwall and below the lowest coal seam is delineated as borrow.
