Use scanned DMRM engineering drawings to locate highwalls &amp; coal seams in areas of C&amp;D permits.  Areas above the highwall or below the coal seam are assumed to be borrow areas where soil material was removed for reclamation purposes.  Area below the highwall and above the coal seam are assumed to be mine spoil.  Mine spoil generally consists of unconsolidated rock debris from the mining process that has been covered with a thin layer of soil material - generally 1 to 3 feet - in the reclamation process.  Where multiple high walls and coal seams exist within a single permit area, only the areas above the highest highwall and below the lowest coal seam is delineated as borrow.  Where engineering drawings are illegible or information is contradictory, the permit areas are designated as spoil.

Review aerial photography from 2004 to 2006 to identify by visual observation and photo interpretation any areas that have been strip mined, but have not been included in ODNR-DMRM digitized permit files.
